  Florida state legislators were all elected under the current system. so why are you solely seeking to get them to change to RCV? Wouldn’t it be easier to get a RCV amendment to the Florida constitution on a ballot? None of the four Democrat and Republican nominees for U.S. President and Vice President would have been selected by RCV. I plan to write in the names of two governors for President and Vice President in November, each of whom could have been the nominee if all 50 states had RCV. If enough voters do that, maybe the political party that loses in November will conclude that it would have been better off with RCV.
